The Establishment of the China Association of Mayors
The Third Plenary Session of the Eleventh Central Committee of the
CPC raised the curtain for China's reforms and its opening up to the
outside world, which also brought unprecedented opportunities to Chinese
cities. There were only 132 cities in China in 1949 and the number
increased to 193 in 1978, an increase of 61 new cities in 30 years.
In the ten years from 1979 to 1988, the number of cities reached 434,
an increase of 241, equal to four times the increase of the previous
30 years. There was also tremendous developments in population scales,
the ratio of non-agricultural population in cities, city districts
as well as at the level of city itself.
The rapid development of Chinese cities has brought home to Chinese
mayors the urgent need to exchange their experience of urban administration
and the enhance intercity cooperation. In August 1988, 54 mayors from
Shenyang, Guangzhou, Chengdu, Xi'an, Shenzhen, Taiyuan, Zhengzhou,
Chongqing, Kunming, Urumchi, etc., after careful deliberation, jointly
proposed the establishment of the China Association of Mayors, a standing
body for organizing the study of urban issues, exchanges and seminars
of mayors and international mayors' contacts. In 1988, the State Council
approved the establishment of the China Association of Mayors and
after three years of preparations, the first Mayors' Congress was
convened in Beijing in August 1991 and the China Association of Mayors
was formally established.

Purpose
China Association of Mayors is set up to facilitate urban development
and serve the work of mayors. |
Tasks
1. To organize research on urban issues with the aim of providing
reference material for urban development and the work of mayors;
2. To organize the training of mayors to enhance the learning capacity
of city administrators and improve urban administration;
3. To organize seminars and discussions as well as publications
to provide consulting services for cities and mayors;
4. To conduct international exchange in order to strengthen cooperation
with foreign cities, mayors and international organizations;
5. To report to the State Council and relevant governmental departments
the suggestions of cities and mayors. |
Members
The members of the China Association of Mayors are comprised of
mayors and vice mayors of administratively designed cities as well
as district heads and deputy district heads of municipalities. There
are currently over 5000 members in the Association, including more
than 500 female members, which account for about 10% of the total. |
Organizational
Structures
The Mayor's Congress is the highest authority of the Association
and the Honorary President, President, Executive President, Vice President,
Secretary-General, Vice Secretary-General shall be elected by the
Congress. The Mayor's Congress is held every five years and by now
three sessions have been held in 1991, 1996 and 2001 respectively.
CAM's President Joint Meeting is an important annual consultative
meeting of the Association and shall be attended by President and
Vice President.
The standing executive body of China Association of Mayors is the
Secretariat for which one Secretary-General and several Vice Secretaries-General
shall be appointed. The functional departments under the Secretariat
include: the Administrative Office, the Editorial Department of the
Association Journal, the Research Department, the Training Department,
the Liaison Department, the Women Mayors Branch Secretariat, the City
Consulting Committee, the International Affairs Department and the
Information Department. Guangzhou Liaison Office is also set up to
strengthen the contact and training work and coordinate the administration
of Guangzhou China Mayors' Plaza. |
Women
Mayors Branch
The predecessor of Women Mayors Branch of China Association of Mayors
is National Women Mayors Association, established in March 1991. With
the establishment of China Association of Mayors in August 1991, National
Women Mayors Association was put under the administration of China
Association of Mayors and its name is changed to China Association
of Mayors Women Mayors Branch.
The members of the Women Mayors Branch are comprised of women mayors
and vice women mayors of administratively designed cities and women
district heads and vice woman district heads of municipalities. President,
Executive President, Vice President and Secretary-General of the Branch
shall be elected by the Mayors' Congress and the standing body is
the Secretariat.
Since its establishment, the Women Mayors Branch has worked pertinently
revolving round the purpose of the Association and observing the features
and needs of women mayors, and has made brilliant achievements. It
is acclaimed by women mayors as their "parents' home". |
General Situations
of Chinese Cities
Currently, there are a total of 660 administratively designed cities
in the 31 provinces, municipalities and autonomous regions in Chinese
Mainland, including 4 municipalities, 15 sub-provincial cities, 267
prefecture-level cities, and 374 county-level cities.
As far as the population scale concerned, there are 49 mega cities
with a population of over 1,000,000, 78 large cities with a population
between 500,000 to 1,000,000, 213 medium-sized cities with a population
between 200,000 to 500,000 and 320 small cities with a population
of 200,000 or below.
Urban residents account for 39% of the national population of 1,260,353,200. |
